Who this Licence suits?
This licence is for businesses whose main activity is storing, handling or distributing dairy food in Victoria.
You must hold a dairy distributor licence before you start operating, unless Safe Food Victoria confirms that an exemption applies.
When you may not need this licence
You may not need a dairy distributor licence if dairy food is only a small part of your overall business activities.
Safe Food Victoria will consider your business activities, food safety risks, product mix and whether you already hold a relevant food registration or licence.
You should contact Safe Food Victoria before applying if:
- dairy products are less than half of the products you distribute
- you already hold a local government food registration
- you already hold a relevant food licence
- you do not store dairy products at your premises.
A written exemption may be available if dairy food is less than half of your total food production or distribution, and your business meets the required conditions.
An automatic exemption may apply if your business only sells directly to consumers for consumption on the premises, or for takeaway and immediate consumption.

Before applying, make sure you understand your legal responsibilities and have the right systems in place.
You should:
- check whether you need a dairy distributor licence
- make sure your premises and equipment are suitable
- set up records for temperature control and product traceability
- make sure you have the skills to manage food safety in your business.
